Arunachal Pradesh’s plans to emerge as India’s leading hydropower-producing state are gaining momentum with the announcement of the environmental public hearing for the 1000MW Naying Hydroelectric Project Arunachal Pradesh (HEP). The hearing is scheduled for November 12, 2025, marking a crucial step in the project’s approval process.

The event will allow local residents, environmental groups, and stakeholders to share their views and concerns before the project moves into the construction phase.


About the Naying Hydroelectric Project

The Naying Hydroelectric Project is a run-of-the-river scheme proposed on the Siyom (Yomgo) River, located in the Shi-Yomi district of Arunachal Pradesh. The river is a right-bank tributary of the Brahmaputra River and flows through ecologically sensitive areas, including the Mouling National Park.

Once commissioned, the Naying project will make a significant contribution to the state’s renewable energy output and regional grid stability.


Timeline and Background

The project received technical concurrence from the Central Electricity Authority (CEA) in 2013.
However, progress was delayed due to environmental and social concerns, particularly issues related to forest diversion and community displacement.

The construction phase is now targeted to begin by 2028, with commissioning expected by 2032. The delay highlights the challenges of balancing development with ecological preservation in the Himalayan region.


Environmental and Social Concerns

The proposed project will require the diversion of forest land and could involve the felling of thousands of trees, impacting biodiversity and local habitats.

Local communities have raised apprehensions regarding potential ecological damage, resettlement issues, and changes in river flow. Several environmental groups have called for transparent studies and adequate safeguards to ensure long-term sustainability.

The upcoming public hearing will be a crucial platform to address these concerns through Environmental Impact Assessment (EIA) consultations.


Strategic Importance: Arunachal’s Hydropower Expansion

The Naying HEP is one among several major hydropower projects planned under Arunachal Pradesh’s “Decade of Hydro Power (2025–2035)” initiative. This mission aims to achieve a total installed capacity of 19 GW by accelerating clean energy development across the state.

Other Major Projects in Shi-Yomi District:

  • Heo Hydroelectric Project – 240 MW
  • Hirong Hydroelectric Project – 500 MW
  • Tato-I Hydroelectric Project – 186 MW
  • Tato-II Hydroelectric Project – 700 MW

The state government has also approved joint ventures between NEEPCO and the Arunachal Pradesh Hydropower Corporation Ltd (APHPCL) to fast-track these developments. The announcement was made during the Cabinet Aapke Dwar event held in Miao on October 7, 2025.

These hydropower initiatives are expected to support India’s net-zero emissions target, reduce dependency on fossil fuels, and boost employment in the northeastern region.


Public Hearing Details

The environmental public hearing for the Naying Hydroelectric Project will be held on November 12, 2025, at the Yapik Community Hall, Shi-Yomi District.

An official notice issued by Deputy Commissioner Tungge Loya has urged all concerned citizens, local representatives, and project-affected persons to participate in the consultation process.

This hearing will play a pivotal role in determining how the project proceeds, reflecting the balance between development, environmental conservation, and community interests in India’s hydropower sector.
